The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are released from multiple capitals. Significant resources is devoted on managing particular approaches. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from Washington generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, persist.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
